Third Round of GRP-NDF Peace Talks
The third round of peace talks between the government of the Philippines and National Democratic Front opened on 19 January 207 at Holiday Inn Parco Dei Medici in Rome, Italy, with plenty of optimism.

GRP Delegation Meeting
Presidential Adviser on the Peace Process, Secretary Jesus Jess Dureza, welcomes the official delegates of the Government of the Republic of the Philippines composed of the peace panel members, working committee chairs, members and consultants, panel advisers and secretariat to the third round of peace talks with the National Democratic Front. This round will cover the more substantive parts of the negotiations – socio-economic reforms and political and constitutional reforms.
Completion Programme in Camp Abubakar
A completion programme was held in Camp Abubakar on 17 January 2017 for the turnover and distribution of projects under the Mindanao Trust Fund – Reconstruction and Development Program (MTF-RDP). The projects include water system, cattle distribution, and completion ceremony for the learners of the Alternative Learning System.
The Mindanao Trust Fund (MTF) is a multi-donor grant facility established in 2005 to consolidate international development assistance for the socio-economic recovery of conflict-affected communities in Mindanao. The MTF-RDP has allocated Ninety Million Pesos (Php90,000,000) to finance the cost of literacy, livelihood and economic infrastructure programs for the six camps.
The transformation of the six previously acknowledged MILF camps is part of the confidence-building measures enumerated in the Annex on Normalization of the Comprehensive Agreement on the Bangsamoro.

Matthew Stephens of World Bank noted that both panel chairs made history for being the first time in 17 years that both panel heads set foot together in the camp.

- Khalil Nunting (left), 44 and a father of four children, is one of the 70 graduates of the Alternative Learning System (ALS) in Camp Abubakar. Nunting has been a combatant for the MILF for more than ten years. With his completion of the ALS program, he found renewed confidence in his capacity to give his children a better future. “Sana sa pamamagitan nito, sa tulong ng gobyerno at pagpupursige ko rin syempre, ay mapag-aral ko at mabigyan ng mabuting kinabukasan ang aking mga anak”, he said. - Chair of the GPH Implementing Panel for the Bangsamoro Accords Irene Santiago talks with the Iranun women to listen to their hopes and aspirations during her visit today at Camp Abubakar in Maguindanao where the fiercest firefights took place during the 2000 all-out-war. Santiago was member of a 9-women delegation who went to the camp in April of 2000 to talk with the late MILF Chairman Hashim Salamat as well as the government to persuade both sides not to fight.

IN PHOTOS: Reaching Out to Badjao Communities in Cebu
The Office of the Presidential Adviser on the Peace Process (OPAPP) visited the Badjao communities in Sitio Puntod Alaska and Sitio Nabba in Barangay Mambaling, Cebu City on 8 December 2016 to bring food packs for the Badjao children as part of the agency’s Christmas outreach activities. The team was led by Undersecretary Ronald Flores, Chief of Staff Jeliza Farrah Dureza-Uy, and Director of Finance and Admin Services Atty. Yeshter Donn Baccay.Â

The OPAPP delegates also conducted initial assessment to determine development interventions that can be implemented through the Payapa at Masaganang Program (PAMANA). Chief of Staff Dureza-Uy said that possible interventions may include livelihood programs for Badjao women, additional kindergarten school, and sports facilities for the youth.Â

There are approximately 2,000 Badjaos in Barangay Mambaling, 90% of which are living below the poverty line.

House Deliberations on Amnesty Bill
Government of the Philippines (GRP) panel members for the talks with the National Democratic Front, Atty. Angela Librado-Trinidad and Atty. Rene Sarmiento acted as resource persons during the deliberations of the Special Committee on Peace, Reconciliation, and Unity of the House of Representatives on the amnesty bill submitted by Pampanga Representative Gloria Macapagal-Arroyo and the house resolutions calling for the immediate releases of detained communist rebels.
Arroyo, who is also the House deputy speaker, filed House Bill No. 490, which seeks to grant amnesty to the members of the Communist Party of the Philippines/New People’s Army/National Democratic Front and other individuals involved in past political conflicts. #TayoAngKapayapaan
