Local Government Unit of Kauswagan, Lanao del Norte

The Municipality of Kauswagan in Lanao del Norte has achieved notable success in peacebuilding and sustainable development initiatives. Following devastating conflicts, including the all-out war in 2000, the municipality has implemented transformative projects like the “From Arms to Farms” program, which has reintegrated former MILF and MNLF rebel commanders and their followers through organic farm entrepreneurship. This initiative has significantly reduced poverty rates and improved incomes for both rebel returnees and local farmers. Kauswagan has seen remarkable community stability evidenced by the absence of violence, improved security, and enhanced local economic activity.

According to the survey conducted by the Philippine Statistics Authority (PSA), Kauswagan has a decline in poverty incidence from 41.14 % in 2012 down to 26.45 % in 2021, a good indication of poverty alleviation and development.  Moreover, its commitment to sustainability is evident through strategic partnerships with NGOs, POs, and government agencies, leading to agreements and resolutions supporting organic farming and livelihood programs. With robust mechanisms for project evaluation and monitoring in place, Kauswagan serves as a model for peacebuilding strategies across similar conflict-affected areas in the region.

Kauswagan’s Bottom-up Budgeting (BUB) process shifts the approach from bureaucratic to a grassroots, participatory model ensuring community involvement at every stage—from planning to evaluation. This inclusive approach has fostered collaboration among the military, local government units, NGOs, POs, and funding institutions, promoting cohesion and effectiveness in project implementation.

Kauswagan has garnered significant recognition for its innovative peacebuilding initiatives and community-driven development strategies. Its “Arms to Farms Program,” has not only transformed former rebel commanders into organic farm entrepreneurs but has also gained international acclaim. Kauswagan was recognized with awards like the Gawad Galing Pook Award in 2014, the Global Peaceprize Winner by the United Cities and Local Government in 2016 and earned an honourable mention at the Future Policy Awards 2018 United Nations Future Policy Awards.
