Fourth Round of Peace Talks

The Government of the Philippines and National Democratic Front (NDF) will once again embark on a peaceful negotiation towards the end of armed conflict in the country. The fourth round of peace talks between the GRP Peace Panel and NDF will take place in Amsterdam, Netherlands on 2-6 April 2017.

Among the substantive agenda that will be discussed are the Comprehensive Agreement on Socio-economic Reforms (CASER), and the bilateral ceasefire.

Together with the Presidential Peace Adviser Secretary Jesus G. Dureza, and my Panel members, I earnestly welcome this Fourth Round of Peace Talks with extraordinary hope despite the challenges before our peace process.

Our discussion in the following days may prove to be difficult and exacting given the diversity of the positions taken by the Parties on the issues at hand. But we will not waiver from the task we embraced when we decided to restore in August last year the peace talks from its five-year impasse. We shall not fall into indifference that beset the past negotiations.

Gov’t peace panel meets with Filipino community in Netherlands

Government peace panels in talks with the CPP/NPA/NDF met and talked with the Filipinos based in Netherlands on 3 April 2017. The Filipinos community also vowed to support the peace process by volunteering to be a peace ambassador.

Statement of GRP panel chief negotiator Secretary Silvestre H. Bello III on fresh NPA attacks

We are really saddened by these unfortunate incidents. We have communicated with our counterparts and they vowed to look into it.

In the meantime, we urge combatants to observe restraint.
We remain firm and confident that we can still proceed according to the agreement we just signed in Utrecht to swiftly reinstate our respective unilateral ceasefires while we work on the terms of an interim bilateral ceasefire agreement.

I am still here in Amsterdam and en route home after signing a joint statement with the leadership of the CPP/NPA/NDF and I am already getting disturbing reports of alleged atrocities by the NPAs like the recent burning of a bus in Makilala, North Cotabato.

Statement of Presidential Peace Adviser Jesus Dureza on his meeting with President Duterte regarding updates on the peace process with some Cabinet members, including Secretaries Silvestre Bello III, Liza Masa, Judy Taguiwalo, and Rafael Mariano at Malacañang

We met with President Duterte until late last night and discussed the directions and possible next steps in our peace engagements with the Communist Party of the Philippines/New People’s Army/National Democratic Front (CPP/NPA/NDF), the Bangsamoro, the Cordillerans, and the other stakeholders.

We welcome and respect the positive position coming from the leadership of the CPP/NPA/NDF. On the part of the Philippine government, we share the same commitment to work for just and lasting peace in the land. When “compelling reasons,” as President Duterte earlier announced, are present, then we in government shall take the next necessary steps. ###

GRP Statement on the JASIG Cancellation Notice to CPP/NPA/NDF

We wish to announce that following the President’s pronouncement of the cancellation of the peace talks with the Communist Party of the Philippines/New People’s Army/National Democratic Front (CPP/NPA/NDF) and, per his instructions, the Government of the Philippines (GRP) Panel served to the NDF today the Government’s notice of termination of the Joint Agreement on Safety and Immunity Guarantees (JASIG).
